Last week unions across Canada marked the 20th anniversary of the deaths of 26 miners in the Westray disaster. Their deaths resulted in a law making employers criminally responsible for the deaths of workers. The law is rarely applied. The photo is of a memorial to the workers near where they died. (Photo: L.
